Chet Dodrill
Chet Dodrill has been with Chloeta Fire, LLC since 2011 as administrative officer and chief financial officer. He holds a graduate degree in regional and city planning from the University of Oklahoma and also holds degrees in finance and supply chain management, also from the University of Oklahoma. Chet specializes in planning and mitigation in the wildland urban interface, the use of prescribed fire in WUI environments, community resiliency, and emergency response in tribal communities. He has previously spoken on planning issues at the 2015 Colorado Wildland Fire Conference, the 2014 and 2013 Oklahoma APA Conferences, and the 2013 Oklahoma Historical Society Statewide Preservation Conference. Additionally, Chet serves as chief financial officer of the non-profit Tribal Emergency Management Association (iTEMA). He currently resides in Edmond, OK.
Dore Bietz
Dore Bietz (Northern and Southern Me-Wuk) resides on the Tuolumne Rancheria in Central California. After receiving a degree in Landscape Architecture, Ms. Bietz has worked for tribes specializing in realty and land use. As a former council woman, Dore understands the complexities of tribal governments and the need to foster better communication between tribes and outside agencies. An expert in California Indian land issues, Ms. Bietz has testified in front of Congress, worked with the administration on land regulations and served as a technical consultant to Tribes throughout the country.

Ms. Bietz currently works as a Planner for the Tuolumne MeWuk Tribal Council where she is involved in every aspect of community development. Ms. Bietz also serves as the Tuolumne Me-Wuk Tribal CERT as the Program Manager and is a CERT Instructor working with the Tribal Community in developing their emergency management system. Outside of her daily work routine, Dore is a member of the National Ski Patrol and serves as a first responder to both the Dodge Ridge and Kirkwood Ski Resorts.

Mark Masters, a native of Jay, Oklahoma, is a Cherokee tribal citizen and of Choctaw descent. Masters is a direct descendant of Cherokee Principal Chief Richard Fields. He possesses fourteen (14) years of experience in wildland fire, incident management and natural resources. Masters holds a Bachelor of Science degree in Wildlife and Fisheries Ecology from Oklahoma State University and a Graduate Certificate from the Tuck School of Business at Dartmouth in Entrepreneurship. He has also completed Graduate Studies in Forest and Fire Ecology at the University of Idaho as well as Organizational Leadership and Business Administration at Cameron University.

During his federal career spanning over eight (8) years prior to launching CHLOETA, he was employed by the USDA Forest Service, U.S. Fish & Wildlife Service, Bureau of Land Management, National Park Service and Bureau of Indian Affairs at various times. Duty stationed in Oregon, Montana, Idaho, Oklahoma and Arkansas he held positions as: engine crewmember, helitack firefighter, helitack squad leader, helirappeller, engine captain, dispatcher, Acting Fire Management Officer (FMO), Acting Forest Manager, and a NIFC staff member. Masters served as an Agency Representative at both the geographic level (GACC) and the national level on many interagency National Wildfire Coordinating Group (NWCG) committees including the Fire Environment, Smoke Management and Training committees.
Masters is currently qualified as a National Wildfire Suppression Association (NWSA) Lead Instructor and is licensed by the Oklahoma Department of Homeland Security (DHS) as an Advanced NIMS Instructor. He has a passion for curriculum development and course delivery as a perpetual learner and is a highly sought after public speaker. In 2012 he was the joint keynote speaker at the Indian Country Business Summit along with U.S. Representative Tom Cole (R-Oklahoma) and in 2013 was a contributor to CNN Money and a live interviewee on CNN discussing how the federal budget shutdown would impact small businesses across the nation. He has been honored as the National Young Entrepreneur of the Year by the U.S. Small Business Administration in 2012, by the National American Indian Center for Enterprise Development (NCAIED) “40 Under 40” and has also served as a panelist on President Obama’s Subcommittee on Small Business Young Entrepreneurship Series (YES) livestreamed on WhiteHouse.gov.

Anika Evans
Anika Evans is an enrolled Pima of the Gila River Indian Community (GRIC.) She is from Upper San Tan Village. Anika is the current CIO for the Tribal Emergency Management Association – “iTEMA”.
Anika is a Tribal Telecommunications Expert, EMT, Gila River Firefighter Apprentice and a former Network Engineer. Anika has been involved in technology services for about 20 years. She lives in Upper San Tan, on the Gila River Indian Reservation.

Anika started her technology career at Arizona State University (ASU,) in 1997. She soon moved into a programmer and systems support role for GRIC Education in late 1997. In 2000, Anika joined Network Infrastructure Corporation (NIC) as a Network Engineer and helped to build out wide are networks in the Phoenix Union High School, Tempe Union High School, Phoenix Elementary School, Gilbert School and Wilson School Districts. Anika eventually migrated into a Project Manager role for NIC in 2003. At this time, Anika also joined the Board of Directors for Gila River Telecommunications, Inc. She returned to ASU and earned a degree in Agribusiness in 2006. She went on to study Veterinary Medicine at Colorado State University, where she became involved with the Colorado Veterinary Medical Reserve Corps and began FEMA certifications. Anika currently serves as the Program Manager for Nakaani, a division of Highliner Consulting.
Anika’s ultimate passion is animal and humanitarian medical relief. She is especially interested in furthering the broadband networks that provide for access to healthcare and public safety response in tribal communities throughout the U.S.A.

Michael Russ
Michael Russ has a full time position as the Disaster Services Manager for the San Manuel Band of Mission Indians, in Highland CA, Michael G Russ is responsible for maintaining, organizing and coordinating the emergency and disaster preparedness response and training for the tribe and its employees. This includes the development and implementation of emergency plans and procedures as well as developing programs for the enhancement of disaster preparedness training.

In addition to his Disaster Services Manager position, Michael is also a Fire Captain with the San Manuel Fire Department and has been with the Department since its establishment in 2003. Prior to his employment with San Manuel, Michael has been in the Fire Service, first with the California Department of Fire Protection (CalFire), then with the San Bernardino County Fire Department, dating back to his first experience as a Volunteer Firefighter in 1980. He obtained his Emergency Medical Technician certification in 1987 and still maintains his active status as an EMT I.
